Report by the Acting Attorney General on Ordinance No. 16 of 1886.

19th May, 1886.

I have examined the accompanying Ordinance, entitled "The Stamp Ordinance, 1886," and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

This Ordinance, with the few exceptions mentioned hereafter, is a reprint of the Stamp Ordinance of 1884.

The original object with which it was introduced was to obtain a considerable addition to the Revenue by greatly increasing the Stamp duties.
